To maintain water quality. Coordinate the various state and federal regulations governing water resources. To reestablish natural functions such as habitat, biodiversity and stormwater management.

3Issues

Detailed technical studies are required to map watershed functions. Scale and scope of interventions can be very large and therefore difficult to enforce and monitor.

4Advantages

Can be used to leverage comprehensive planning among landowners as well as inter-municipal coordination.
